Use build-time constants for better parallel chunking

LeanVM uses a build-time script to provide constants for the number of threads and the L1 cache size (see https://github.com/leanEthereum/leanMultisig/blob/main/crates/backend/system-info/build.rs). Doing this for Lifted STARK would allow us to better tune our parallel loops.
